Black Sea Energy Review - TURKEY

Following the publication of the Energy Review of Armenia, Bulgaria, Azerbaijan, Greece and Georgia, the Black Sea Regional Energy Centre is now releasing the Energy Review of Turkey. This report marks the start of a joint effort between the Centre and the Energy Charter Secretariat in publishing and updating similar reports for the countries from the Black Sea region”. This series of publications aims at providing through and up-to-date information on the energy sectors of the Black Sea countries with emphasis on market reforms and prospective development.
Unlike Armenia, Bulgaria, Azerbaijan and Georgia, whose economies suffered a severe decline in recent years, Turkey has experienced rapid economic growth. The average annual economic growth was 6.9% between 1980 and 1999 and 3.9% between 1990 and 1994. Economic growth in recent years has been associated with the privatization of public enterprises. The macro economic performance was boosted by a growth in the energy sector.
Turkey has no big oil and gas reserves. The main indigenous energy resources are hydro and lignite. Turkey also has a large potential for renewable energy.
The government has developed an energy policy, aimed at diversifying energy sources and suppliers and attracting private capital. Turkey has enacted legislation, promoting independent power production under BOT and BOO models and authorizing private operators to participate in oil and gas exploration and production as well as in refinery and oil and oil products importation and distribution.
Special attention in the Government’s energy policy is paid to the development of international co-operation. In December 1994, Turkey signed the Energy Charter Treaty. As a meeting point of three continents, Turkey is participating in many international energy interconnection projects. 
Turkey has developed and implemented several energy efficiency projects, aiming to increase energy efficiency in industry, transport and residential sectors. 
The Review also provides information on the Government’s pricing and taxation policy. Of great interest for potential investors is the section describing investment opportunities in the energy sector of the country.
Finally, the Review provides a directory of the key persons in the energy sector of Turkey.
